In Quark 7, they introduced Layouts within the document and you are seeing it pick up the Layout name rather than the document name (documents are now called Projects.)
Easy fix - go to your Quark 8 preferences and find the PDF settings. Change Default Name setting to "Project.pdf" and it will name it properly when exporting to PDF.
