What are the best ways to minimize curling of laminated boards?

Here is our process :

We are currently using two layers of chipboard with a cross grain direction [ middle layer ]. After this we glue a sheet of paperboard ( clay coated newback ) to one of the sides [backing]. We allow it to dry and glue a sheet of either claycoated news back or coated unbleached kraft that has PE lamination on one side [top layer].

Whenever we do the backing layer and allow it to dry, we notice that the board curves towards the claycoated newsback. The curving is not as bad if we put a weight on the boards. When we do the top layer, the board also curves ( in either the same or opposite direction of the existing curving ).

My question is : What can we do to minimize the curling of the boards during production?
Our customer wants as little curl as possible ( the would like to have the final product be completely flat ).

We are currently applying weights on the board during every step of production and stacking the boards together. This works to some extent but there are still some curling. Also, boards that are near the bottom of the pile takes a longer time to dry and "feels wet" sometimes.

PS. We are using a dextrin based brown glue to laminated the board together and we are assembling them by hand.
