It all depends on what you need it for. I've had really good luck with any HP inkjet printer I've owned, but if you're printing a high volume of black only pages, perhaps a laser would be the way to go. Do you need photo quality color? What size paper do you need it to handle? For good general office printing, I'd go with an HP. The best advice I can give is to go to an office store (Staples or Office Depot) and print test pages on the various models they have in stock. Then compare them to each other in quality as well as their various features (ppm, cost of ink cartridges, etc.) and make a decision based on these factors.

It's kind of like buying a car. There are questions like how many people do you need it to carry? will it be in town or highway driving? what accessories/amenities do you want it to have? is mileage important? will it be used for hauling cargo?

There is no one best answer without knowing how it will be used.
