IMO, just get with your local printer/copy shop. Let them have the expense of the machine. Black and white prints on cheap paper should be inexpensive. Your time will be better spent.

Yes you need to give more details about what you are trying to accomplish. persinaly I would stay away from trying to create a solution by hiring a programmer. There is enough off the shelf software that one should meet your needs with some tweaking, not reinventing.
