I'm sorry, I should instead have mentioned that Pantone Connect is the current monthly rental service by which to obtain the L*a*b* value. As of this year, Pantone stopped a recent practice of releasing the L*a*b* value for the color of the year.

The fan decks in Publisher 2.0 do not include the Cotton TCX deck, which is what Pantone references for their "Color of the Year". Not sure if this holds any actual importance in print design.

The compatibility path between Indesign and Publisher is the export from Indesign of an IDML file for import in Publisher.
