The targets are 16-bit because there ARE 16-bit print pipelines and more are coming (from Epson, very soon thanks to Leopard). ImagePrint can provide a 16-bit pathway. Canon printeres have a 16-bit plug-in.
IF you print 16-bit targets out of Photoshop, the Print command will convert to 8-bit (currently) so no issue.
Bottom line is, you want to print the targets using the same pipeline you'll print everything else. Hence Bill made the targets in 16-bit.
As to the other high bit arguments, well I address this here:
