Abdick 9995 water form roller won't drop to cam

On this 9995 changing the water form roller won't drop to the cam. Something is holding it back.

I took the gear off my water roller and put it back in no gear and it drops fine, now the gear is the problem.
It runs off that gear from the chrome water roller.

How can I move the chrome water rollee that runs on it?.

I feel if that's adjusted out it will make this drop back in place making it work once again.
