Anyone else having problems with Westrock Tango/Carolina lately?

We've used this stuff for 12 years problem free, and our last pallet and a test case have been a nightmare. We faithfully crease everything we fold and lately the paper itself is tearing when folded. It's also literally peeling in half, leaving us with 2 thin sheets of paper (think 2 ply toilet paper.) Nothing in our processes has changed. Doing the same things we've always done, the same way we've always done them. No problems ever before.

Paper: Westrock Tango (aka Westrock Carolina)
Thickness: 14pt C2S
Size: 28x40
Packaging: Both skids and cases are giving us fits.

36% Humidity and 68 degrees where the paper is stored and used (Same as its been for 12 years.) We've even taken blank sheets and cut/creased/folded them and it's tearing and peeling apart so I know it has nothing to do with press conditions. This happens with the paper not even getting near a press.

Anyone else having problems?

What timing, we have been having issues with Tango/Carolina but we are using the 18pt and 24pt. I do not think it was C2S though. We make small product boxes and at first we thought it may have been a UV clear that was not flexible enough to bend. Recently we tried another stock on the same job and it worked fine, so conclusion was Tango/Carolina was at fault.
