Interesting that looks like rebranded Sterling Digipunch which is similar to the James Burns docupunch.
But at 13K it must not be a new punch. Printfinish.com web site doesn't really say but I can't see them selling a new one at the low of a price.
I have James Burns Docupunch which works really well and offers a better size range that the Rino-tuff punch.
