Blue or not

If a cmyk mix has a 100% C...can it be printed expecting it to be a shade of blue blue?

This is a rather weird question. What do you mean exactly?

Well, no.

100% Cyan + 100% Yellow = Green
100% Cyan + 100% Magenta = Purple

Are those shades of blue for you?

If you have a Desktop publishing application such as Photoshop, Illustrator, Indesign, Quark, etc., you can probably answer your own question.
