probably a calibration error, try a different profile (i.e. factory standard one that hasn't been customised), see if it's still there.
might be a fault with the machine, we had one once where a fine layer of toner was being laid down over everything. If that's the case you'll probably see it right up to the edge of the sheet, i.e. outside of the normal image area.
