Do binderies use CIP4 standards for folding patterns?

I have noticed that although JDF and MBO folding patterns have been standardized for years, many companies still manually rule-up the same signatures over and over again, instead of quoting a CIP4 pattern with dimensions.
Is there a problem with JDF and MBO folding patterns?
 
Ruling up sheets gives the extra people in prepress something to do.

Seriously though, we use the CIP4 folding patterns for almost everything. We have some modified impositions for certain work that helps either the bindery or press operators in some way, but those modifications are "standard" for us.

We very rarely rule up sheets, and never for signature work.
