fiery/creo rips reducing my pdfs by 1/16", why?

I've attached my template here.
I've measured and measured; I use Indesign CS6, guides, step and repeat.. blah blah, not sure how much more precise I can get it. It measures perfectly when i shoot plates/eco rip.

It's only when the copier's fiery rips it that it is reducing it by 1/16".
Is it me, is it CS6, is it my pdf settings/compatibility?
