Fount systems cleaner's mostly water

I know of one fount systems cleaner that is sold as a concentrate, every other MSDS for fount system cleaner's I have viewed contain water up to 90%.
Come on really, is this the manufactures taking the piss or what? . Why the need to sell - ship a product which is nearly all water ?
Other then profit, what are the reasons behind this?

There's one I've come across at a price of $280 per 20L says to add at 20% to fount water. Pitty the guys using this with massive systems considering the product contains 85% water...
 
For the chemicals to be properly mixed and react during manufacturing water is needed. Another item that comes up is proper mixing when using the product. If the concentration of the product is very strong then a small error in mixing will result in a much bigger error when using the product.
You have keep the end user in your vision all of the time with all of the ways they can possibly screw it up when using the product.
 
Another issue is solubility. When using ingredients poorly soluble in water, often there is some threshold ratio of water to ingredient that must be maintained to prevent precipitation.
 
Thanks for the response, so there is a technical reason for the high level of water.
It's just concerning when there is such a variation between different systems cleaners.
Some are to be used at 5% others up to 25%. Understanding that this could be to do with the type of chemicals used in it, but you always wonder, is it simply due to it being watered down and containing mostly water.

Just use - Household Bleach, this is adequate using a 10/20% solution run continuous

over - X time. Obviously flush the system after with clean water.

Hi Luke, our company has a system cleaner A+B which is a 2 component product. This product can be supplied in either powder form or liquid, depending on which the customers prefer. The powder form we supply in either 1 liter bottles or 5 liters bottles, and all you have to do is add water at your plant, shake and use. You do not have to first dump you old fount, you simply add the A part, let the product circulate about 30 minutes (this is the alkaline part), after about 30 minutes you add the B part, let this circulate for about 30 minutes (this is the acidic part, returning the circulation system to being an acidic system). After circulating the B part for about 30 minutes, now dump the solution in the tank, flush one time with tap water, dump this flush, and you are ready to dose new fount. This product is available in Australia via Bermuda.
