I work for the government and I'd profit if I were allowed to charge the departments who use us. I run everything slightly above cost, but the way they do accounting doesn't allow for me to say "hey department X you must pay $____". It's more like "hey department X your job cost the taxpayer $____".

I guess if you want the taxpayer to also pay profit to a private individual.
I like the system I have now. I produce everything as close to cost as possible with a small buffer, and track those charges per department/cost center. I give that data to the budget people, who use it to make sure that the departments who do the most printing also pay the most into the budget for printing services. They way they do it is kind of political though, and the way they divvy up the cost seems like it depends on who is in charge of the government at that time. I think it would be much better if it was a straight mathematical calculation. So if the police department uses 30% of the printing resources, they pay 30% of the cost of running the print shop. Still, the way it currently is allows for government departments to access quality printing services at a cost far below what they would pay at a private shop, because that extra profit doesn't go into anyone's pocket. And as a taxpayer, I'd rather my government be paying cost instead of cost plus.

Ummmmm .......... I'm pretty sure that's the norm.
More so in the current administration than any I can remember (and, I'm pretty daggum old!).
