Indesign CS4 Hyphen Limit not working

Hi!
I painfully noticed that my ID CS4 hyphenation limiting settings (hyphen limit, better spacing/fewer hyphens slider) does not work when laying out russian text. I had to manually remove the overflow of hyphens in consecutive lines. It worked fine in CS3 and is still working in CS4 with English or Estonian hyphenation. Any info on the subject?

(excuse the obvious, You do change the language attribute of the text to russian I presume)

Was at the Stockholm InDesign User meeting last night heard about Mindspell (Mindsteam Software), it's a plugg but may have a better hypenation dictionary.

Also there is indihyph (Professional Hyphenation for Adobe InDesign/InCopy® CS3 or CS4)

But sucks that the build in isn't working
