Looking for Photoshop filter

Looks like an image of some raggedy cheese-cloth to me. Set it to screen, apply a drop shadow and play with the opacity.

The craquelure filter produces something too rectilinear. But you could then use the Liquefy filter to distort the effect.
 
There's no doubt that your sample image was created using a simple texture with the layer mode set to overlay/soft light/multiply (NOT a photoshop filter)...
