I developed plates for almost 40 years. Just as Zombie said. Sounds like bad chemistry to me. Try a new container of developer and maybe that will take care of the problem.

which brand of chemistry u use ?

I used a Fuji chemistry with Benzyl Alchohol, Sodlum n-Butyl, Napithalene Sulfonate and Trietnolamine in it.

Check your raptor rollers also.
Or better: empty all the tanks, give a proper wash to the machine, start with a new set of chemistry and see the result.
