Paper cuts are more painful because they are so small, the blood can't coagulate enough to block the pain receptors, thus leaving nerve vessels exposed for days. The bleaching compounds also help exasperate the condition.

I agree, paper cuts hurt and burn more than many other types. However, in my experience, the film cuts (from the photolithography days) were several times worse than a paper cut. We always assumed it was the chemicals on the film. They also seemed to take longer to heal than a simple scratch. Don't miss those days.
