"Pegboard" style hole cutting in paper

Can anyone offer a solution to cutting pegboard holes in paper?

We are looking for equipment (or a vendor) who can cut .25 inch holes, 1 inch on center, over an entire 48 inch x 96 inch sheet of paper.

Drag knife cutting a couple hundred sheets on an XY cutter like a Zund, etc. is far too slow.
