By using UCR in photoshop you disable the printers options of getting the image in the desired colorprofile. On the other hand I wouldn't recomend SWOP profiles.. Depending on the printers preferences I'd go for the ISO FOGRA 27 profiles, and then cut it down to 240 TAC.
Plus, I can't imagine a newpaper-printer who doesnt use something like Alwan or an other TAC adjusting program to get it down to 240 TAC. To ignore the benefits would be silly.
Just check to see is they use software like that. If they don't, then just adjust it like said in the above posts, otherwise, leave as if.
