I suggest you download the profile "ISOnewspaper26v4.icc", place it in your "Profiles" folder and use the "convert to profile "command in Photoshop using perceptual intent.

I doubt if the newspaper is coated ;P Newsprint may have a higher dotgain than 20%, try and get an ICC profile or use the profile Colorblind mentioned.
By using UCR in photoshop you disable the printers options of getting the image in the desired colorprofile. On the other hand I wouldn't recomend SWOP profiles.. Depending on the printers preferences I'd go for the ISO FOGRA 27 profiles, and then cut it down to 240 TAC.
Plus, I can't imagine a newpaper-printer who doesnt use something like Alwan or an other TAC adjusting program to get it down to 240 TAC. To ignore the benefits would be silly.
Just check to see is they use software like that. If they don't, then just adjust it like said in the above posts, otherwise, leave as if.

I would consider Photoshop's custom CMYK engine as the very last option myself. True that it does allow one to specify custom black generation & UCR/GCR quire easily without other software or measurement data, but it leaves much to be desired in terms of color accuracy. To borrow from someone elses words (a photoshop engineer no less), ""Custom CMYK" should have been renamed "Obsolete PoorQuality CMYK" a long time ago".

The terminology here is a bit odd, but I have a jillion profiles with a TAC of 240% and varying GCR. Using a proper ICC profile is gonna' yield superior results to using the Custom CMYK engine. I can share a profile with you or steer you toward a download.
Is the newspaper heatset or coldset?

I deal with newspapers on a daily base, supplying them final PDFX1a and "ISOnewspaper26v4.icc" is the one some of them recommended me to use. If you can't find it on the web, PM me and I'll send it to you.

I've heard the term "UCR" used in the place of TAC before (and found it confusing)...I believe it began to be used in this manner as it was the means used to reduce the TAC to a desired level.
I see this profile is for coldset offset. Is there a different profile for heatset?

About halfway down are the downloads. You want the eci_offset_2008 download. In it, the PSO SNP Paper profile is for heatset newsprint.
