PIA/STOPP Pushes Back On U.S. Groundwood Paper Tariffs

In response to the DOC announcement regarding a 22% trade duty on Canadian Uncoated Groundwood (UGW) Paper, PIA’s Michael Makin made the following statement.

“These tariffs will negatively impact paper used for newsprint, directories, book publishing & advertising circulars, raising costs for production; and will negatively affect the 800,000 jobs associated with the US printing industry. The impact will likely be less production, fewer pages printed, a faster shift to digital content of news & books, and more diversion of advertising from print to electronic platforms.”

PIA and its allies in the Stop Tariffs on Printers & Publishers (STOPP) Coalition have gone directly to the DOC and Capitol Hill to make the case opposing tariffs on imported Canadian UGW paper. PIA is also closely monitoring recently announced steel & aluminum tariffs regarding a resulting impact on aluminum printing plates and additional impact on the US printing industry.

I believe that the unnamed US paper mill that filed the petition was Washington-based NORPAC - the North Pacific Paper Company. They were actually asking for almost 55 per cent tariff.

Interestingly the Northwest Pulp & Paper Association has no comment on the issue.

The Trump administration seems to take a scatter gun approach to dealing with trade - then, as the smoke begins to clear, may (or may not) revise its efforts to better target the actual sources of the issue.
