What is a fair price for a printing company to charge for plates?

I have several labels that I need printed and they are requiring me to buy like 5 plates per label. We used to print it digitally, but the quality was not great and the adhesives available on these types of labels were not good enough.

We charge $22. per plate. Neg. $30.

Every shop is going to have different revenue models. Some will sell you plates at cost and charge extra in shipping. Some will make a profit off of plates and take a bath in shipping. There are various other ways this is done. It's numbers game in estimating. You should be looking at the total overall cost and quality and not line item costs as these are completely irrelevant and deceiving.
