Problems with a GTO plate wear

I'm having problems with plate wear on a GTO I've checked the roller settings, replaced the blanket and packing sheets but still no joy.
One point I have noticed is that I have to take out the manilla when I use poly plates, switching back to metal the image in the middle of the plate doesn't transfer without the manilla being put back on, yet the image on the edge of the sheet is fine, which is where the image wear happens.
Any advice would be much apprieciated
