Okay, I don't believe it is a font management software issue. I just dumped my postscript Helvetica into the System folder with the same results. Everything points back to Quark.
Well, I'm glad that's perfectly clear.We are able to replicate the issue and our research and development team is working on this issue
Here is the workaround
•Open the project in any of QuarkXPress 7.x versions and down saved to 6.0
•Open the down saved document in QuarkXPress 6.5
•File > Export layout as PDF> options > Job Options then select the Embed All fonts option then save the PDF
•Now save the document in QuarkXPress 6.5
•Again open it in QuarkXPress 7.2 and create a PDF with default settings
Now fonts are embedded correctly in PDF without any issue
