Hi. My customer want to print red pms looklike R255GOBO on uncoated paper. What is formula ? Do Fluorescent pink and yellow work? Thank you

Many RGB colors can't be matched in CMYK, they are out of gamut.
If CMYK can't match then try Spot color (Pantone).
Also, Uncoated paper will have a much smaller gamut than gloss coated paper.

RGB is device specific, specifying print colours in an RGB colourspace is like using a pitchfork to dig a trench, or a hammer to tighten a screw, it's simply the wrong tool for the job.
Bright colours are difficult to achieve on uncoated stock if you are printing offset or liquid toner (eg Indigo). Xerographic printing will give a brighter result because the toner is cured on the surface of the sheet so there is no absorption. There are ways to improve the brightness such as priming to sheet or double striking the print, but these add cost and complexity to the job.
