is the ink fountain roller stopping or the ink ductor. It sounds like you are referring to the ink fountain roller(ink ball) stopping. This is usually controlled via a one way clutch with a racket system and can be mechanically or electrically driven. Some systems have a 'brake' on the end to prevent the roller from turning backwards, this could be binding or set too tight causing the ink ball to stop turning momentarily. Also check your ink ductor setting to the ink fountain as this can affect the smooth rotation of the cylinder.
