A digital camera might do the job.

The requirements mentioned are so very basic that almost any cheap modern office scanner or laser Multi Function Printer can easily handle.
Best go for A3 size.
However, many prepress graphic jobs require faithful color reproduction of drawings, photos, and previously printed art, as well as transparencies and negatives etc., these types of jobs require far more expensive equipment as well as knowledge and experience.

Really depends on your exact requirements and use case, but for me I haven’t used a flatbed scanner of any type in over 5 years. In the increasingly rare situation I might have a hard copy original that needs duplication or tracing, I haven’t received any job that I couldn’t pull off using my phone’s camera. If I had to use a flatbed for some reason, I would just use one built into an office printer or go to the library but it’s so rare for me I couldn’t justify buying a dedicated scanner or one that is built into a production printer.

Most of the time we get away with using our office MFP, capable of scanning/copying up to 12x18 off the glass. I've only used our 14x20 flatbed once in the last 4-5 years.

I use our HP office printer, scan to PDF. It goes to a 600 dpi, with good results. I've used it with negatives @ 200%, clean them up in photoshop and reduced to use in new files.
