I've got a business card where I've printed the color. Laminated it. Printed the black. Then foiled. I've got small specks of foil in random spots. What are some ways I can get these to go away? Or is there a printer/file setup change I need to make? The foil print was printed black only in grayscale mode.

Not sure if this is your issue, but are you printing the b/w on a color device? Many color printers add small (almost invisible) yellow dots to the printed documents. These dots are part of a machine identification code, and are used to identify a specific printer that produced the document. This technology was developed to help trace counterfeit documents (like currency). I am not sure if there is anything that can be done to turn them off, but printing on a b/w device before sleeking could fix the issue.
 
I find the temperature is key, a few degrees too hot I get random specs across the sheet, too low and it doesn't melt the toner enough.
Very fine balance in my experience. I'd also recommend starting as soon as your laminator is up to temp, don't let it sit there.
