Sleeking Random Dots

I am doing a sleeking job where the 4/c portion is dark black with a qr code reversed out. We are then soft touch laminating it and printing the sleeking part. When I run it through the sleek laminator it has a lot of little gold foil specs. I am printing it grayscale so its not the security pattern. We have adjusted the heat and pressure on the laminator with no help. I have let the print rest for a couple of days before sleeking it and it doesn't help. If we print the same file on an unlaminated sheet there are no spots. I have adjusted fuser settings to thickest paper and adjusted heat settings in there with no help. Because of the black background these really stand out. Not sure if static from lamination is doing anything different going back through the press.Wondering if anyone has the same issue and found a solution or if this is just how it works.
 
I've had similar and it was the drum.

When I printed on a plain white sheet i could see it under an eye glass.

What printer are you using?
