The latest ISO 12647-2 specification

Is this information correct?
The 2013 version of ISO 12647-2 has for coated stock on sheetfed offset, the TVI (tone value increase) of 16% max with CMY and K at the same curve? I.e. the same TVI for all 4 colors?
Is ISO 12647-2 still showing the resulting TVI curves resulting from linear film rather than a common tone reproduction curve target?

The new version of ISO 12647-2, released in 2013, takes into account the developments and experience gained in recent years. An example are tone curves, which have been adjusted as no further consideration needs to be given to film-based processes. The defined dot gain now corresponds largely to the natural behavior of printing machines with linearly exposed CTP printing plates. On average, the need for tonal adjustments in process calibration is substantially reduced, thus simplifying calibration." (I came across this info while I was looking for something else).
