You have excessive emulsification, I would consider running 1:1 with vario configuration. Also check the skew adjustment and try to keep it as low as possible usually around 8 - 9 full revs.
I had a client who had picture framing all the time especially bad with Black ink, he changed to a one step fount from Pitman called 'Performa fount one PF CHM 206D'. The picture framing problem has now disappeared.
What you will notice is that a job printed with FM screening will use approx 15 - 20% less ink than the same job ran with AM screening. Ink presetting curves should be adopted acordingly.
As long as their are no mechanical reasons. Usually this is related to water quality (using RO water helps), and fount additives. High pigmented ink and higher tack grade helps too.
