Create Flexo color profile

Hello all, can anyone give me a shade of light here please, I have to create color profile on a flexo machine my questions are:

1) Substrate: PET / PE / VMPET (Metalized PET)?
2) With white underlay?
3) Number of colors?
4) Print Process Finish? Reverse Print / Direct Print
5) With lamination? PE Laminated / VMPET Laminated

Above all listed, is this possible to create color profile on film/PET substrate?
Please I need feedback on this very badly.

What are you wishing to measure, CMYK or something else?

What spectro do you have?

What ICC profile software do you have? Not all ICC creation software can easily handle flexo, highlights may be an issue that you will need to overcome (substrate vs. first printed highlight tone value).
