Customer Wants Something that Looks Like a Newspaper

I have a customer that wants to produce something that has the appearance of a newspaper in terms of size and stock. She wants it to be 4/4, folded etc. Volume is low: one run of 2,500 monthly. We have a small sheetfed perfector press that cannot do process color and maxes out at 13x19 so that won't work. We have a Xerox J75 with a max sheet size of 13x19 and according to spec the minimum weight is 18lb bond so that won't work either. Anybody have any ideas on how to accomplish this?
