Digital half size booklet

Can anyone tell me who has in-line saddle stiching on the Igen?
I have a project with aprox. 1,500 records twice a week.
Booklet
5.5" x 8.5" saddle stitch, full color, no bleeds, 80# gl. Tx, 8 /12/16/ or 20 pgs. aprox. 300 versions.

Variable cover letter with two 7 mil plastic cards.
Full color, 1-side no bleeds, 8.5" x 11" folds to 5.5" x 8.5"

Both insert into 6" x 9" window env. and mail presort standard.

NOTE: each member will receive one personalized letter and one of 300 booklets.

I am open for suggestions on how to produce this in the most cost effective matter.
I'm sure there is a detail I left out, so let the questions begin...
