Film processor spitting out blank film

Not sure if this is a Harlequin issue or an imagesetter issue. We have a Harlequin RIP going to a Katana imagesetter. Recently, after every page we process, the imagesetter spits out an unexposed piece of film (about 15 inches). So, a standard CMYK job yields eight pieces of film instead of four: 4 proper films for the job plus 4 pieces of blank film 15 inches each. We've asked around and no one seems to know why or knows what settings to fiddle with. Needless to say, we are going through film like gangbusters.

Any help or advice is appreciated.
