Print Process: Flexo, wide web
Substrate: White Poly film
Ink: Solvent based (heatset)
Anilox: 1,000 lpi
BCM: 2.0 billion cubic microns
% Dot Size (file): 1%
Lpi: 133
Quality: Too much pressure (anilox>plate, plate>film) causing hollow center dots (donuts) with halo ring fringe.
Measurement: Will traditional densitometer or spectrophotometer measure this correctly for Tone Value Increase (TVI)?

As you know, neither densitometers nor spectrophotometers measure dots - they just measure tones from which dot gain is calculated. So I don't see why densitometers or spectrophotometers wouldn't be able to be used to determine dot gain/tone value increase. The fact that the dots are doughnuts is irrelevant.
However, basing dot gain/tone value increase on a faulty press sheet is a problem - unless the printer prints with that fault as their normal print standard.
 
Agree with Gordo. Spectrophotometers and Densitometers will accurately measure the sample, but they will not provide any evaluation of the dot quality.
