Help printing on paper plates

We’re having trouble printing PAPER PLATES (Desktop Laser Plate-5000 from PDS Pressdown) on our Kronica Manolta C7000.
When we print the image on the paper plate it appears that the plate is clean and ready for the press machine. Once the paper plate is in place and we start printing the graphic we notice that the machine ends up burning little spots which creates a speckled effect on the print. This speckled effect is not seen before the ink hits the plate only afterwards when it is on the press machine and ink is added to start printing.
Our Trouble shooting shows that if we release a blank copy of paper and then print out our paper plate, 80% of the time the speckled pattern will not show when we run the ink on the press. Another way we’ve managed to eliminate the speckled pattern (90% of the time) is running the paper setting with 81-105gsm but this is not full proof as it sometimes leave the speckled pattern on the print.
Please help!! is there something I can do to eliminate the speckled pattern completely from my print?
