Lighter than paper?

When using blend modes lighter is supposed to let the lighter colour prevail. We have a job where we find it necessary to use blend 0 0 0 100 lighter colour so that the glow is on the background but 100% black text in the periferals will not be affected.
The work around is to place a 0% 0 0 0 100, or any object that is not "[paper]" or transparent. The same issue is in Illustrator, and I think it is a shortcoming in the definition of transparency.

Maybe hard to understand but this is the issue (and the work around):

Top image shows a gradient mixing with a pattern in lighter mode, behind all objects a white square (the work around)
On the bottom image there is no square, just the paper white (which is transparent). Instead of becoming as light as the background the object becomes the original colour as if it had no blend mode.
