That looks like an Xrite IC Plate 2 Dot meter.

It is very good device, I have worked with one for a few years .It works with AM Screening and FM Screening, and there are a few upgrades available to get even more use out of it.

I've got one of these for sale. I don't have it in front of me now, but I think it's the Xrite IC Plate 2. Used to use it at a previous shop that shut down. Works well, but I don't need it anymore.
