New digital presses and contracts: Are 11x17 pages still usually 1 click?

In the past, I'm used to 11x17 being 1 click per side. Is this still generally the rule of what I can (or should) expect for contracts today?

I'm sure they would be happy charging 2 clicks, but just curious when I hear people quoting examples of their pricing without saying anything if I should assume this is 11x17 as 1 click.
 
On our new Xerox we still have our basic click apply to any sheet (up to 13x19) at a rate slightly better than we had on the previous Xerox printer, which had ta single click rate for any size sheet. On our new contract they added a price for 8.5x11 or smaller that is a lower click charge, specifically they said, to lower the cost of envelope printing. So technically there are now two rates and an 11x14 is higher than 8.5x11, except that the big sheet click didn't go up, so it is OK with me.
 
I just got a quote from Xerox and saw the same thing - 8.5 x 11 click is slightly less than the previous any-size-one-click rate. A large click is now just a fraction of a penny that you add to the new smaller click. But the new click rate for a large is the same as the previous click rate for all sizes. The smaller click rate would be nice for those with a booklet-maker and runs a lot of 5.5 x 8.5 books.
