New Industry PIA and NAPL Terms & Conditions of Sale

Apparently PIA and NAPL have recently released a new Best Business Guidelines for Terms and Conditions of Sale. The ten page document is provided to printers "for use in client and supplier communications as determined by each supplier" and suggests terms on issues such as overs, claims, brokers, alterations, proofing, spoilage, delivery, etc.

Apparently this is causing some concern among print buyers/specifiers.

Has anyone seen a copy of the new guidelines and comment on them - e.g. do you think they're better than the old, what would cause concern amongst print buyers.
