Pitstop Action list to move select objects on a page

I'm trying to select some addresses on a large page count document and shift them to another position on the page to better align with envelope window.

I have an action list setup to do the following:

Select All
Select Objects inside region (I'm choosing the region by selecting the address on the first page and then using the eyedropper to grab the offsets)
Move page content by (0.25 in Horizontal, 0.45" vertical)

If I step through this it selects the correct objects but the "Move page content" does not shift the position of anything. What am I missing here?

I don't do a lot of programmatic moves but my Move Page Content calls dont' have "page rotation and scaling" enabled

** and second thought, do you have it processing "Current Document", or just "Pages" or "Current Page" turned on?

I've toggled through "Current Page, Complete Document" etc.

I also checked and unchecked the "use page rotation and scaling factor" - no change in behavior.

I able to make this work by using the "Move objects to corner" rather than the "Move page content" action - I just have to change the artbox (or one of the boxes) size to position it where I want the text to be then use the art box as the upper left corner of where I want the page elements to land. - a bit of a workaround but it is working.

If I am correct, the "Move page content" action is for the whole content of a page. Use "Change position" action instead of.
