Question regarding Cut off and max trim sizes?

If I have a magazine trim size of 10.875 x 8.375, can I print it on a press with a cut off of 22.75. A press like a Heidelberg M130?

How is maximum trim calculated using the cutoff specification?

You most definately will. I believe the 22.75 cut-off web press is the publication press of choice and with your size book, you will be able to fit your trim + bleed.
