I worked in a place with a similar attitude: my boss used to tell me, "If a client asks you whether you can do this and that, always say yes. Later, you and I will see if it's possible...". In his defense, he never dropped the work on me alone, but it's a mentality, I suppose.
 
Salesmen always promise whatever they think they need to make the sale. Then watch them blow up when you tell them something can't be done, or at least not in the way they want.
