Papers aren't certified; proofing systems are. The system consists of a specific combination of printing device, RIP/RIP settings, output profile and linearization file. The list is here:

Each approved system has a data sheet that lists all the components. You don't need a certified system to make a SWOP-compliant proof, and use of a certified system doesn't guarantee you'll make a passing proof, but using one of these combinations at least gives you a proven set of tools to start with. Keep in mind that proofing media is your largest cost in running a proofing system, so find a reasonably-priced paper that suits your needs. Nothing special is needed for SWOP proofing, just a good satin proof paper with low levels of optical brighteners. SWOP paper color (#3 or #5) will be simulated with absolute col. rendering, though you may wish to use a paper that's already close in color, such as Epson Commercial or Publication proof papers. If you plan also to proof for sheetfed, stick with a good bright white paper and use it for everything. I like:

That is correct Swop don not certify substrates, but FOGRA in Germany certify them, you can read about it on this page http://fogracert.fogra.org/index.php?menuid=78&reporeid=8
You can find the CGS (ORIS PearlPROOF) papers under following numbers 20307 and 22031, just for your information.

What rip are you using with your 7800? The easiest option is to always use paper made or recommended by you rip manufacturer. Eg. If using GMG system, use GMG paper, which is Fogra certified and GMG system comes with SWOP profiles for its papers.
