Start the service for free, as Repro_Pro said. For the real though problems, introduce a hourly fee. After some time, start purging the "easy" problems. Then they will realize the importance of your service, and (maybe) some of them will want to get into a contractual partnership with you. At that point you have to start looking for employees, backup, infrastructure.
