dots breaking up

I'm looking in our 25x zoom loop and I can see the dot breaking up slightly.

what should be my process to look at first?

·check plates
·changed packing
·dump water tank and refilled
·changed to a different brand ink

That's what I've done already. Can over packing cause the dots to break up.
I don't have a zoom with a camera.

Plate wearing out(caused by overpacking)
blanket not printing in the low areas of the stock.
insufficient plate/blanket squeeze.
buildup on blankets.
worn out blankets.
running too much water (check roller/dampening stripes)
Are they breaking up in the same place on the sheet, same unit?
Check some cylinder temps also if possible I have seen overheated equipment do some funky things with dots.
