Fill black plate

Hello,
I recall that it is possible to modify a black plate without having to re-output files in offset printing. Is it possible to fill a small area (about 3 in x 5 in in size) with a solid black fill, without outputting a new black plate? There is no ink coverage in this area currently. Rich blacks are not used in the artwork, the artwork uses 100% black, 0% CMY. Please explain the technique to do this. Thank you.
 
You can draw on the plate with a sharpie and it will take ink. It'll wear off, though.

Sharpie works I would use a lighter and heat up the area after marking it to last a little longer. There are also addition pens you can buy that last a little longer than sharpie.
