Impo Layout Term - on-out-up?

Regarding imposition layouts, are these 3 terms, on-out-up, synonyms?
Can they be used interchangeably or do they have different meanings in different context?

We use on and up differently. We have a web press that has multiple deliveries.
For example, 2 on is running 2 different signatures on the same press run, 2 up is the same signature twice. We try and run as much as we can 2 on but will run 2 up if needed. Our most common config are 32 page magazine signatures.
